Course Objective

  • Formulate evidence-based recommendations.
  • Study Indian case studies of policy implementation.
  • Design implementation strategies and monitoring plans.
  • Identify stakeholders and apply effective engagement strategies.
  • Use policy analysis tools (cost-benefit, feasibility, impact assessments).
  • Understand Panchayati Raj Institutions (PRIs) and their role in implementation.
  • Analyze political, economic, social, and administrative factors influencing policy design and execution.
  • Understand the complete public policy cycle, with a focus on formulation and implementation in the Indian context.

Day 1–2

  • Street-level bureaucracy
  • Learning & coordination
Day 3–4
  • Challenges: red tape, politics, inequality
  • Resource constraints & accountability
  • Guest Lecture by a policy officer
Day 5
      • Logic models, results frameworks
      • Tech-enabled implementation (Aadhaar, DBT)
      • Communication for implementers
Day 6 (Workshop)
  • Group: Build implementation plan for policy brief

Week 3

Day 1 (Prep):
  • PRIs in Uttarakhand & Himachal
  • Schemes: MGNREGA, PMAY-G, Mid-Day Meal
  • Role of Gram Sabha
  • Guest Lecture from Rural Dev. Department
Day 2 (Fieldwork Methodology):
  • Interview skills + safety brief
  • Ethics, community interaction, focus groups
Day 3-6 (Visits):
  • Visits to Panchayats in Dehradun & Sirmaur
  • Meet elected reps, secretaries, beneficiaries
  • Observe facilities & hold informal discussions
  • Collect qualitative data on real schemes
  • Daily debriefs and peer reflection
