Recruitment Policy for Group C & D Staff

Samaira Education Welfare Society (Registered under Uttarakhand Cooperative Societies Act, 2003)

1. Preamble

  • This policy governs the recruitment of Group C and D support staff (clerical assistants, drivers, cooks, cleaners, security guards, housekeeping staff, gardeners, etc.). It ensures:
  • Fair, transparent, and merit-based selection aligned with the International Labour Organisation’s principles of Decent Work.
  • Adherence to Rochdale Cooperative Principles of democratic control, fairness, and community welfare.
  • Equal treatment and dignity of all categories of staff, regardless of the nature of their work.

2. Objectives

  • To recruit reliable and competent support staff essential for smooth administration.
  • To uphold the dignity of manual and routine labour by recognizing their contribution.
  • To guarantee fair wages, equal opportunity, and safe working conditions.
  • To provide avenues for training, skill enhancement, and career growth for Group C & D
    employees.

3. Scope

This policy applies to all appointments of Group C & D staff made by the Society, whether temporary, contractual, or permanent.

4. Guiding Principles

      A. International Labour Organisation (ILO) Principles
              ● Freedom of Association & Collective Bargaining (Conventions 87 & 98).
              ● Non-Discrimination & Equal Pay for Equal Work (Conventions 100 & 111).
              ● Decent Work Agenda: Adequate wages, safe working environment, rest periods.
              ● Forced Labour & Child Labour Prohibition (Conventions 29 & 138).
      B. Rochdale Cooperative Principles
              ● Voluntary & Open Membership – no discrimination on caste, gender, or religion.
               Economic Participation – fair wages, social security, provident fund, ESI.
              ● Education & Training – capacity building for low-skilled staff.
              ● Concern for Community – preference to local candidates where feasible.

5. Classification of Staff

  • Group D Staff: Cleaners, Cooks, Housekeeping, Security Guards, Gardeners, Peons.
  • Group C Staff: Clerks, Drivers, Office Assistants, Computer Operators, Lab Assistants, Receptionists.       

6. Eligibility Criteria

  A. General
       ● Nationality: Must be a citizen of India.
       ● Age: 18 – 40 years (with relaxations for SC/ST/OBC/Persons with Disabilities as per
Govt. norms).
       ● Character: Good moral conduct; mandatory police verification.
       ● Health: Physically and mentally fit (Medical Fitness Certificate required).
   B. Educational Qualifications
       ● Group C: Minimum Class XII or equivalent. For clerical/computer posts, must have a Diploma in Computer Applications.
       ● Group D: Minimum Class VIII pass. For cooks/housekeeping staff, formal/informal training in the trade is desirable. For security guards, preference to ex-servicemen.
    C. Experience
       ● Minimum 2 years’ experience in relevant role.
       ● Freshers may be considered if training facilities are available.

7. Recruitment Process

      A. Vacancy Identification
             ● Needs assessment by Administrative Committee.
             ● Approval of Managing Committee.

      B. Notification

              ● Public advertisement in local newspapers, notice board, website.
              ● Clear mention of post, qualifications, wages, contract terms.
      C. Application Procedure
              ● Standard application form with bio-data, certificates, references.
              ● Priority to local candidates and cooperative members’ families (without compromising
merit).
       D. Selection Procedure
             1. Scrutiny of Applications – check eligibility.
             2. Written Test / Skill Test (if applicable):
                  ○ Clerks → Basic typing & computer test.
                  ○ Drivers → Driving test with license verification.
                  ○ Cooks → Practical cooking demonstration.
                  ○ Cleaners/Housekeeping → Knowledge of cleaning protocols.
                  ○ Security → Physical fitness and basic safety test.
             3. Interview – assess attitude, discipline, and communication.
             4. Final Selection – based on merit list, with weightage:
                   ○ 50% skill test/written
                   ○ 30% interview
                   ○ 20% experience
       E. Appointment
               ● Appointment order issued by Managing Committee.
               ● One-month probation period (extendable to 6 months).
               ● Mandatory police verification & medical check-up.

8. Terms of Employment

       A. Nature of Employment
            ● Initially contractual (6–12 months).
            ● Confirmation into regular service subject to performance review.

        B. Wages & Benefits
              ● Group C: ₹20,000 – ₹28,000 per month (depending on post).
              ● Group D: ₹14,000 – ₹18,000 per month.
              ● Overtime Allowance as per Minimum Wages Act.
              ● Statutory Benefits:
                ○ ESI (Employee State Insurance)
                ○ Provident Fund (EPF)
                ○ Gratuity (on completion of 5 years)
                ○ Paid leave, maternity/paternity leave
                ○ Uniforms for security/cleaning staff (provided by Society)
          C. Working Hours
               ● Maximum 8 hours per day / 48 hours per week.
               ● Weekly rest day (Sunday or as per duty roster).
               ● Overtime limited and compensated as per law.
           D. Code of Conduct
                ● Punctuality, discipline, honesty.
                ● No alcohol/drugs during working hours.
                ● Respect for the cooperative’s values and community.

9. Training & Capacity Building

  • Induction Training for all recruits.
  • Skill development workshops (hygiene, safety, first aid, fire-fighting).
  • Literacy and financial education for less-educated staff (aligned with Rochdale Principle
    of Education & Training).

10. Performance Appraisal

  • Annual confidential report by immediate supervisor.
  • Criteria: Attendance, discipline, work quality, initiative.      
  • Used for contract renewal, increments, and confirmation.

11. Grievance Redressal

  • Staff may approach the Staff Welfare & Grievance Committee.
  • Issues (wages, working conditions, harassment) resolved within 30 days.
  • Appeal possible before the Managing Committee.

12. Termination of Employment

  • One-month notice by either party.
  • Right to appeal before the Board of
  • Summary termination possible in cases of gross misconduct (theft, violence, willful
    negligence). Management.

13. Equal Opportunity & Anti-Discrimination Clause

  •  No discrimination based on caste, gender, religion, disability, or political beliefs.
  •  Reservation benefits as per Government of India norms.
  •  Preference to women candidates and differently-abled persons in suitable roles.

14. Health, Safety & Welfare

  • Mandatory use of protective gear (gloves, masks, boots for cleaners).
  • Safe drinking water, rest rooms, and first aid kits at the workplace.
  • Annual health check-up organized for all support staff.

15. Policy Review

  • Reviewed every 3 years or earlier if required by law or International Labour Standards.
